These are the people who are allowed to leave those areas to go to work.

In July of 2019 a then 19-year old British woman told police on Cyprus that she was gang raped by a group of 12 young Israeli men.
Cypriot police then held the woman in custody without a lawyer pressuring her to drop the allegation.
When she did she was taken into a Cypriot court and convicted of causing mischief. Her Cypriot lawyers not allowed to present evidence supporting her original rape accusation.
