In France the contest for Mayor of Marseille was settled in a "3rd round" vote in the city council this weekend.   No candidate was able to achieve a majority after two rounds of elections.    But in the council the mainstream Socialists voted with the Left and Green factions to elect environmentalist Michele Rubirola as mayor cementing wins for the Left-Green coalition in many of France's major cities outside Paris.     Her win ended 25-years of rule in the city by "The Republicans", France's mainstream party of the "Right".      She won 51 of the 101 votes on the council with the candidate of The Republicans getting 42 votes and the nine National Rally members abstaining.
