National Coordinator for Counterterrorism and Security Pieter-Jaap Aalbersberg says Dutch police see a structural and organized evasion of COVID control measures.
He fears that any concerted effort by police to enforce COVID restrictions would lead to a "fundamental breach of trust" between law enforcement and large chunks of the population.
