Abe was making a campaign speech for a candidate of his Liberal Democratic Party in Sunday's election for upper house seats.
A reporter for NHK in Japan says she heard what sounded like two gunshots and saw Abe bleeding.
He was shot from behind. The weapon used a shotgun. A 41-year old suspect taken into custody at the scene.
Abe rushed to a hospital said to be showing no vital signs.
