Are the fearful statements regarding Russian military activity near Ukraine a prelude to war or a prelude to more sanctions against Russia?
Both possibilities exist. If Ukraine launches a military offensive in the Russian separatist areas a Russian response can be expected.
The White House has also been discussing a new round of sanctions against Russia following President Joe Biden's characterization of Russian President Vladimir Putin as a "killer".
