That's how India's religious freedom situation is being described by Rabbi Abraham Cooper.
Cooper chairs the US Commission on International Religious Freedom and he was speaking to US lawmakers.
The USCIRF recommending that India join a list of nations including Afghanistan, Syria, Nigeria and Vietnam cited for their limits on religious freedom.
The commission also proposing targeted sanctions of Indian government officials and agencies involved in violations of religious freedom of minority religions most notably Christians and Muslims.
Rabbi Cooper's testimony comes following Indian Prime Minister Narendra Modi's recent visit to Washington with the US and nations eagerly seeking closer economic ties to India as an alternative to China.
